
MCA Program
On Tuesday, August 1st 2006, The MCA GHANA Compact was signed between the Government of Ghana and the Government of the United States of America, represented by the Millennium Challenge Corporation.(MCC).
The Ghana Compact was negotiated by the Ghana MCA Project Team and MCC‚ Ghana Project Team in June 2006. With the signing of the Compact, the MCC agreed to grant to the Government an amount not to exceed Five Hundred Forty Seven Million and Nine Thousand United States Dollars (US$547,009,000) during the Compact Term to enable the Government to implement the Program and achieve the Objectives. It was the efforts of Ghanaian professionals, about 30 of them who worked very hard to design the Program and negotiate its acceptance working in collaboration with their counterparts at the MCC.
The MCA is one program that a country cannot go to the Americans and ask to become a part of. You must be invited to participate in it through a rigorous qualification process. All Ghanaians can take pride in the fact that our country was one of the 16 countries in the world initially selected to participate in the MCA program. Ghana was selected on the basis of three fundamental principles:
1. Governing justly
2. Investing in people; and
3. Encouraging economic freedom.
It is important that District Chief Executives and Regional Ministers as representatives of the President at the District and Regional levels make the point consistently that all of us have just cause to take pride in the fact that Ghana is considered to have made progress over the years in the areas of governance and economic opportunity.
