Strategic Leader in Finance, Energy and Public Sector Delivery 

Alexander Kofi-Mensah Mould is a senior Ghanaian public sector executive with more than 25 years’ leadership experience spanning international banking, energy, finance, regulation and national development delivery. He currently serves as Chief Executive Officer of the Millennium Development Authority (MiDA), where he is leading the Authority’s repositioning as a national implementation agency for PPPs and a delivery partner for Government’s 24-Hour Economy agenda. 

Under his leadership, MiDA is strengthening its role in programme delivery, strategic partnerships and capital mobilisation, including public, private and philanthropic financing. He has also overseen the development of institutional frameworks to support blended finance, externally funded programmes, fiduciary assurance and performance-based delivery, positioning MiDA as a more coordinated and implementation-focused institution within Government. 

Before returning to the public sector, Alexander held senior leadership and transaction banking roles with Standard Chartered Bank in both Ghana and New York, where he specialised in corporate banking, structured trade finance and cross-border financing arrangements. During his tenure as Executive Director and Co-Head of Wholesale Banking at Standard Chartered Bank Ghana, he helped drive significant revenue growth and positioned the Ghana franchise among the Bank’s strongest-performing markets globally. His experience included working across structured export finance, commodity finance and complex financing transactions involving corporates, financial institutions and international partners across West Africa. 

Alexander previously served as Chief Executive Officer of the Ghana National Petroleum Corporation and the National Petroleum Authority, where he led major institutional and sector reforms within Ghana’s energy landscape. Across both the energy and development sectors, he has built a reputation for navigating complex stakeholder environments, aligning public and private interests, and advancing high-impact initiatives requiring coordination across Government, investors, regulators and international partners. 

His leadership style combines strategic thinking with operational discipline. He is known for bringing structure and direction to complex programmes, strengthening institutional accountability, and driving delivery in environments where political, financial and implementation considerations must be carefully balanced. He has extensive experience engaging with Ministers, development finance institutions, philanthropic organisations, commercial banks and private investors on initiatives involving infrastructure, financing, governance and long-term national development priorities. 

Alexander maintains a strong focus on governance, fiduciary discipline and execution. His work is grounded in the belief that credible institutions, disciplined implementation and well-structured partnerships are essential to delivering sustainable economic transformation and strengthening public confidence in national development delivery.

Matthew Eric Armah is the Director of Technical & Programmes at the Millennium Development Authority (MiDA). He holds an M.Phil. in Economic Development from the University of Glasgow and a B.Sc. in Agricultural Economics from the University of Ghana.

He previously served as MiDA’s Chief Operating Officer (COO), Ghana-CARES EEP Coordinator, Program Management Controller Ghana Power Compact II, and COO for the Ghana Agricultural Transformation Compact I. With over 45 years of experience, he has led the development and implementation of major donor-funded projects for MCC, USAID, UNDP, African Development Bank, and the DFID focusing on agricultural transformation, trade, and private sector development.

Rev. Ebenezer Botwi is an accomplished finance and administration professional with over 24 years of experience in financial analysis and reporting. As Director of Finance and Administration at the Millennium Development Authority (MiDA), he provides strategic leadership and oversight of the Authority’s financial and administrative functions, ensuring the effective management of resources, operational efficiency, regulatory compliance, and institutional accountability.

Prior to joining MiDA, Rev. Botwi served in various leadership and management roles, including Chief Accountant in the State-Owned Enterprises Unit of the National Accounts Department at the Controller and Accountant-General’s Department, Acting Director of Finance at GBC, and General Manager, Finance and Administration at Halvila Oil, where he led computerization initiatives to migrate the institution from manual accounting to computerized accounting. He also undertook staff training and development in advanced Excel for corporate reporting.

He holds an MSc in Accounting and Finance from the University of Ghana and a Master of Arts in Ministry from Trinity Theological Seminary, Legon. He is also a member of the Institute of Chartered Accountants, Ghana (ICAG).

Rev. Botwi’s areas of expertise include financial planning, analysis, budgeting, and reporting; advanced Excel and financial modelling; public financial management; procurement and contract administration; risk management; corporate governance; strategic planning; organizational administration; and stakeholder engagement. He also has a keen interest in music and evangelism.

Guided by a commitment to integrity, transparency, and excellence, Rev. Botwi continues to play a pivotal role in supporting MiDA's mission and advancing the effective delivery of programmes and initiatives that contribute to Ghana's socio-economic development.

Carmen Bruce-Annan is a strategy, communications and transformation leader with over 20 years’ experience advising senior leaders, institutions and organisations across Ghana and the UK.

Her career spans corporate communications, stakeholder engagement, reputation management, organisational transformation and strategy execution across sectors including energy, telecoms, healthcare, international development and social impact.

At MiDA, Carmen supports strategic planning, business development, stakeholder alignment and executive communications. Her work focuses on translating national ambition into clear strategic priorities, structured delivery plans, credible partnerships and measurable outcomes.

She brings senior-level experience from organisations including T-Mobile, Zain, Vodafone, and GNPC, where she led major communications, brand, stakeholder and change initiatives. She has also contributed to MiDA’s strategic repositioning, stakeholder engagement and institutional strengthening work.

Carmen holds a degree in Public Relations and an MBA in Business Administration. She combines strategic judgement, strong writing, political awareness and delivery discipline to support leaders and institutions through complex periods of change.

Benjamin Sekyere Owusu is a seasoned strategic communications and corporate affairs professional with extensive experience in public-sector communications, media relations, stakeholder engagement, and institutional reputation management.

Before joining the Millennium Development Authority (MiDA), Mr. Owusu built a progressive career at the National Petroleum Authority (NPA), rising through the ranks to become Senior Manager of Communications. At the NPA, he provided strategic communications leadership and supported the effective communication of regulatory policies, programmes and initiatives within Ghana’s downstream petroleum sector. His experience spans strategic communications, public education, media relations, stakeholder engagement, and corporate messaging.

Mr. Owusu is a member of the Public Relations Society of America (PRSA), reflecting his commitment to professional excellence and international best practices in public relations and strategic communications.

He is currently on secondment to MiDA, where he heads the Corporate Affairs Directorate. In this capacity, he provides strategic leadership for the Authority’s corporate communications, media relations, stakeholder engagement, and institutional visibility, helping to strengthen MiDA’s engagement with key stakeholders and communicate its development mandate and impact.

Mr. Owusu brings to MiDA a wealth of experience, professionalism and a strong commitment to using strategic communication to build trust, enhance understanding and advance institutional objectives.

Ernest Appiah is the Human Resource & Administration Manager at the Millennium Development Authority (MiDA). He holds an MBA and a Bachelor’s Degree in Business Administration from the University of Ghana Business School. He also has a post graduate diploma in Management from the University of Cape Town in South Africa. He has a professional HR certification from the Society for Human Resource Management (SHRM) in the USA. He is also an Associate Member of the Chartered Institute of Personnel and Development (CIPD) of the UK.

He previously held Management positions at AngloGold Ashanti and USAID in the Human Resource Management Departments before joining MiDA in 2015.

Theodora Naa Okaakor Okantey is an audit, finance, and risk management professional with over a decade of experience spanning internal and external auditing, financial management, and governance. She holds a First-Class Honours degree in Accounting from the University of Ghana Business School and is a Fellow of ACCA, a member of the Institute of Chartered Accountants (Ghana) and the Institute of Internal Auditors, and a Certified Information Systems Auditor (CISA).

She currently serves as a Project Accountant at the Millennium Development Authority (MiDA), where she manages project financial records and provides financial reporting to support programme decision-making.

She previously served as a Project Manager at MiDA, overseeing programme operations. Her earlier experience includes roles as an Internal Audit Officer at MiDA, a Banking Officer in Internal Control and Compliance at Access Bank, and a Senior Audit Associate at KPMG.

Ing. Sylvester Ashong Ayayee is a seasoned electrical and electronics engineer and senior programs and project manager with 25 years of experience leading large-scale energy infrastructure, energy efficiency, regulatory reform and building and construction projects. He specializes in strategic planning, resource optimization, regulatory compliance, and the execution of major government and donor-funded initiatives, ensuring operational efficiency and sustainable development.

Currently, as Programs Manager at MiDA, Sylvester leads the strategic planning and execution of Ghana’s Economic Enclaves Projects. He oversees scoping, project delivery, operations, budgeting, stakeholder engagement, and regulatory compliance, driving economic transformation through sustainable infrastructure development.

Previously, he managed the Energy Efficiency and Demand-Side Management (EEDSM) and Regulatory Strengthening and Capacity Building Projects under the $316 million Millennium Challenge Corporation (MCC) Ghana Power Compact. In this role, he spearheaded energy efficiency and conservation programs, demand-side infrastructure initiatives, and the procurement of goods, works, and consultancy services. As an Energy Consultant, Sylvester has conducted investment-grade audits and technical assessments, optimizing industrial energy consumption. His expertise also spans telecommunications, building and construction, and lift (elevator) design and construction, having successfully managed complex infrastructure projects in Ghana and the United Kingdom.

Sylvester holds an MSc in Electrical & Electronics Engineering from the University of Greenwich (UK), an Associate-Degree in the Management of Information Systems from City of London College (UK), and a BSc (Hons) in Electrical Engineering from the National Technical University of Kyiv (Ukraine). He is a Member of the Ghana Institution of Engineers and the Institute for the Management of Information Systems (UK). Passionate about engineering innovation, energy efficiency, and sustainable development, Sylvester is committed to delivering solutions that drive Ghana’s economic growth and infrastructure transformation.

Emmanuel Gyane is the IT Manager at MiDA with over 14 years of experience in IT infrastructure, business analysis, and technology project management. He holds a BSc. in Computer Science from Ashesi University, alongside certifications in Google Project Management, Google IT Support, and ISO/IEC 27001:2022.

He specializes in executing digital transformation and infrastructure projects. His corporate background includes technical and analytical roles at First National Bank Ghana, InstantRad Inc, eProcess International SA, TotalEnergies, the British High Commission, and the International Finance Corporation (World Bank Group).

George Kwabena is an experienced International Relations and Diplomacy professional, Investment and Business Development Consultant, and China-SADA/NDA Business Relations Adviser with over 10 years of expertise in fostering strategic partnerships, promoting investment opportunities, and facilitating cross-cultural collaborations. He has played a key role in advancing China-Ghana strategic cooperation, supporting bilateral engagements, and coordinating high-level meetings involving government officials, diplomatic missions, international organisations, and business executives.

George holds a Master of Arts in International Relations and Diplomacy from the Ghana Institute of Management and Public Administration, as well as qualifications in logistics and transportation, geography and resource development, agricultural engineering, and education. He has International Advance Diploma in Logistics and Transport and has undertaken several international training programmes in agricultural mechanisation, poverty reduction, social development, and electric power and green energy.
