Charles Abugre is a Development Economist with extensive experience in development planning, international trade and development finance, and a career spanning academia, international development, public service and civil society.

In academia, Charles taught Development Economics and Development Management at postgraduate level at Swansea University in the United Kingdom. He subsequently served for five years as a Director at the United Nations Development Programme (UNDP), where he headed the Africa Regional Office of the Millennium Development Goals (MDGs) Campaign, based in Nairobi, Kenya.

His international experience also includes leadership in research and training on the World Trade Organization (WTO) and international trade and development policy, working from Malaysia. In Ghanaian public service, he served as Chief Executive Officer of the Savannah Accelerated Development Authority (SADA) and concurrently as a Commissioner of the National Development Planning Commission.

In the non-governmental sector, Charles has co-founded and led several Ghanaian and pan-African organisations and has managed international non-governmental organisations outside Ghana. He currently serves as Executive Director of the International Development Economics Associates (IDEAs), a global network of development economists from the Global South.

As Board Chair of the Millennium Development Authority, He brings to the role extensive experience in development policy, institutional leadership, public-sector governance, and international development. His career reflects a longstanding commitment to advancing inclusive, sustainable, and transformative development in Ghana and across the Global South.

Hon. Cassiel Ato Baah Forson (Ph.D) is a lawmaker in the Parliament of Ghana. He is an economist of great repute with deep insight, particularly on the economy of Ghana, a Chartered Accountant and a Tax Practitioner with over 20 years’ experience in the public and private sectors.

His professional expertise covers macroeconomics, fiscal policy, tax policy and administration, finance and business management.

Dr. Forson is an Oxford-trained tax professional with a Master of Science degree in Taxation from the University of Oxford, UK and a Fellow of the Chartered Institute of Taxation, Ghana.

He also holds a Bachelor of Science degree in Accounting from London South Bank University and is a member of the Institute of Chartered Accountants, Ghana (ICAG).

He obtained a Ph.D in Finance and a Master of Science degree in Economics from the Kwame Nkrumah University of Science and Technology (KNUST), Ghana.

Dr. Forson has represented the people of Ajumako Enyan Essiam Constituency in the Central Region as their Member of Parliament since 2009.

In January 2023, Dr. Forson assumed office as the Minority Leader in Parliament and later became the Majority Leader and Leader of Government Business in the 9th Parliament, a role he held until January 23, 2025 .

Prior to this, he was the Ranking Member of the Finance Committee of Parliament for six years. From 2009 to 2013, he was a member of the Finance Committee of Parliament and also served as the Vice Chairman of the Committee on Foreign Affairs from 2009 to 2011.

Dr. Forson served as the Deputy Minister for Finance of the Republic of Ghana from April 2013 to January 2017, overseeing Budget Preparation and Implementation, Medium-Term Expenditure Framework (MTEF), Treasury and Debt Management, External Resource Mobilisation and Tax Policy and Administration.

As a Deputy Minister for Finance, Dr. Forson also served as a Member of the Board of Directors of the Bank of Ghana and Ghana Cocoa Board (COCOBOD), a member of Ghana's Economic Management Team and Ghana's Alternate Governor to the International Monetary Fund (IMF).

Dr. Forson was instrumental in negotiating the Ghana-IMF Extended Credit Facility (ECF) Programme in 2015. He also championed the introduction of Ghana’s model Public Financial Management Act 2016 (Act 921).

Dr. Forson is currently the Minister for Finance of the Republic of Ghana.

Dr. Dominic Akuritinga Ayine, born January 6, 1966, was appointed Attorney General and Minister for Justice of the Republic of Ghana in January 2025. He also serves as Member of Parliament for the Bolgatanga East Constituency, a position he has held since 2013. 

A distinguished Ghanaian legal scholar, politician, and public servant, Dr. Ayine previously served as Deputy Attorney General and Deputy Minister for Justice under the John Mahama administration from 2013 to 2017. Throughout his parliamentary tenure, he has held several leadership positions, including Deputy Ranking Member of the Constitutional, Legal and Parliamentary Affairs Committee, Chairman of the Committee on Subsidiary Legislation (2018–2024), and Joint Chair of the Ad Hoc Committee on Vote of Censure. 

Before entering frontline politics, Dr. Ayine served as Executive Director of the Centre for Public Interest Law (CEPIL), where he led public interest litigation, legal advocacy, institutional development, and civil society engagement. Widely recognised for his expertise in constitutional law, governance, anti-corruption, legal reform, and public sector accountability, he has contributed significantly to legal scholarship, public policy, and governance reform in Ghana. 

Dr. Ayine holds a Bachelor of Laws degree from the University of Ghana and advanced legal degrees, including a Doctor of Juridical Science (SJD), from Stanford Law School, where he was also a beneficiary of the Stanford Law Fellowship. Prior to his appointment as Attorney General, he lectured in law and remained actively engaged in legal practice, research, and public policy. 

Hon. Dr. John Abdulai Jinapor (MP) is Ghana’s Minister for Energy and Green Transition and the Member of Parliament for the Yapei Kusawgu Constituency. He is a distinguished energy policy expert with extensive experience across Ghana’s petroleum, power, and renewable energy sectors, underpinned by strong academic training and public sector leadership.

Hon. Jinapor holds a PhD in Development Finance and multiple postgraduate qualifications, including MSc degrees in Energy Economics and Development Finance, an MA in Economic Policy Management, an MBA in Marketing, and a Postgraduate Diploma in Finance and Financial Law. He also holds a BSc in Agricultural Technology. His multidisciplinary academic background has informed his evidence-based approach to energy governance, finance and sustainable development.

In the first term of President John Dramani Mahama, Hon. Jinapor served as Deputy Minister for Energy, where he played a pivotal role in energy policy formulation, sector reforms, and high-level strategic negotiations across the energy value chain.

As Minister for Energy and Green Transition, Hon. Jinapor is leading transformative reforms aimed at stabilising Ghana’s power sector, strengthening fuel supply security, accelerating renewable energy deployment, and advancing Ghana’s green transition agenda. His policy focus emphasises energy security, affordability, local content development, and sustainable economic growth in support of national development objectives.

Elizabeth Ofosu-Adjare (Mrs.) is the Minister for Trade, Agribusiness, and Industry and the Member of Parliament for Techiman North Constituency. A distinguished lawyer, legislator, and policy advocate, she has dedicated her career to governance, legal advocacy, and economic development. 

As Minister, she is committed to strengthening Ghana’s trade and industrial sectors, promoting agribusiness, and driving economic transformation through strategic policies and private sector partnerships. Previously, she served as Ghana’s Minister for Tourism, Culture, and Creative Arts, where she played a pivotal role in promoting Ghana’s tourism industry, implementing cultural policies, and spearheading initiatives like the Marine Drive Project and Homofest. 

She is the founder of the Elizabeth Law Centre and has an extensive legal background, including serving as a Notary Public and a legal practitioner with the Legal Aid Scheme. Her academic credentials include an LLM in Alternative Dispute Resolution and an LLB from the University of Ghana, an MA in International Relations from Webster University, and a BA in Social Science from KNUST. She completed her Professional Law Course (PLC) at the Ghana School of Law and was called to the Bar in 2004. 

Elizabeth has held key board memberships, including as a former Board Chair of Cocoa Merchant Company Limited, a board member of Multi Trust Financial Services, and a former board member of Phoenix Life Assurance Limited. She continues to champion trade expansion, industrial growth, and business development in Ghana. 

Beyond her professional career, she is passionate about mentorship, human rights, and governance, with interests in reading, music, and culinary arts. 

Hon. Dr. Agnes Naa Momo Lartey is a public servant, legislator, advocate, and development practitioner with a strong commitment to people-centred leadership. As a Board Member, she brings experience in governance, public policy, social development, and advocacy, with a particular focus on women, children, and vulnerable groups.
She serves as the Member of Parliament for Krowor Constituency and Minister for Gender, Children and Social Protection. Her work across Parliament, government, local governance, civil society, and regional initiatives has shaped her practical understanding of leadership, stakeholder engagement, and community impact.
Dr. Lartey has also served as General Secretary of the National Association of Local Authorities of Ghana, Executive Director of the Global Initiative on Rights and Development, and ECOWAS In-Country Expert for the Children on the Street Project. These roles reflect her long-standing dedication to inclusive governance, child protection, gender equality, and sustainable community development.
She holds a PhD in African Studies from the University of Ghana, an MPhil in Leadership, a Master of Arts in Human Resource Development, and a Bachelor of Arts in Business Management.

Strategic Leader in Finance, Energy and Public Sector Delivery 

Alexander Kofi-Mensah Mould is a senior Ghanaian public sector executive with more than 25 years’ leadership experience spanning international banking, energy, finance, regulation and national development delivery. He currently serves as Chief Executive Officer of the Millennium Development Authority (MiDA), where he is leading the Authority’s repositioning as a national implementation agency for PPPs and a delivery partner for Government’s 24-Hour Economy agenda. 

Under his leadership, MiDA is strengthening its role in programme delivery, strategic partnerships and capital mobilisation, including public, private and philanthropic financing. He has also overseen the development of institutional frameworks to support blended finance, externally funded programmes, fiduciary assurance and performance-based delivery, positioning MiDA as a more coordinated and implementation-focused institution within Government. 

Before returning to the public sector, Alexander held senior leadership and transaction banking roles with Standard Chartered Bank in both Ghana and New York, where he specialised in corporate banking, structured trade finance and cross-border financing arrangements. During his tenure as Executive Director and Co-Head of Wholesale Banking at Standard Chartered Bank Ghana, he helped drive significant revenue growth and positioned the Ghana franchise among the Bank’s strongest-performing markets globally. His experience included working across structured export finance, commodity finance and complex financing transactions involving corporates, financial institutions and international partners across West Africa. 

Alexander previously served as Chief Executive Officer of the Ghana National Petroleum Corporation and the National Petroleum Authority, where he led major institutional and sector reforms within Ghana’s energy landscape. Across both the energy and development sectors, he has built a reputation for navigating complex stakeholder environments, aligning public and private interests, and advancing high-impact initiatives requiring coordination across Government, investors, regulators and international partners. 

His leadership style combines strategic thinking with operational discipline. He is known for bringing structure and direction to complex programmes, strengthening institutional accountability, and driving delivery in environments where political, financial and implementation considerations must be carefully balanced. He has extensive experience engaging with Ministers, development finance institutions, philanthropic organisations, commercial banks and private investors on initiatives involving infrastructure, financing, governance and long-term national development priorities. 

Alexander maintains a strong focus on governance, fiduciary discipline and execution. His work is grounded in the belief that credible institutions, disciplined implementation and well-structured partnerships are essential to delivering sustainable economic transformation and strengthening public confidence in national development delivery.

Raphael (Ralph) Mawuenyega Kojo Ayitey is a visionary leader with 28 years of progressive experience in Ghana’s Hospitality and Tourism industry. Currently the Chief Executive Officer of Coconut Grove Regency Hotel, Accra. Raphael has been instrumental in positioning the Coconut Grove Hotels brand as a benchmark of excellence, blending world-class service with authentic Ghanaian hospitality.

Rising through the ranks after joining the group in January 1999, Raphael served as General Manager for 18  years (2007–2025) before assuming the CEO role in early 2025. His leadership abilities were tested most notably during the COVID-19 pandemic also, where his strategic foresight and resilience ensured that Coconut Grove.

Hotels never shut down, even at the peak of the crisis. For him, the best leaders emerge at the peak of challenges.

Raphael began his career in September 1997 at Busua Beach Resort as a Marketing Manager, where he spearheaded the hotel’s sales and marketing expansion into the mining sector, serving locations such as Bogoso, Prestea Huni Valley, Tarkwa, Obuasi and its environs, amongst others. Raphael is an agribusiness investor with interests in poultry production (guinea fowls, ducks, and indigenous chickens), tree crops, and vegetable farming. His operations are supported by a network of established off-takers, ensuring market access and efficient distribution of farm outputs.

Raphael is a very strong advocate for indigenous Ghanaian business success; production and consumption of ‘made in Ghana’.

He is the Chief Executive Officer of Ghana Association of Banks (GAB). Before joining GAB, he was Managing Partner of Jawuah & Co. Advisors, a financial services consulting firm. John is a
Fellow of the Association of Chartered Certified Accountants (UK) and a member of the Institute of chartered Accountants Ghana (ICAG) with several years post qualification senior management experience. He holds Bachelor of Commerce degree from the University of Cape Coast and MBA from Oxford Brookes University, UK. He has previously worked with Universal Merchant Bank (UMB) as the Chief Executive Officer (CEO) of the Bank and in prior careers, held senior leadership positions as Finance Director at GCB Bank, Group Chief Finance Officer at Ecobank Capital, Financial Controller at Barclays Bank of Ghana (now ABSA Bank), Chief Finance Officer at UBA Ghana and as Finance Business Partner at Standard Chartered Bank Ghana with industry exposure from Tractor & Equipment Ghana (now Mantrac) and Western Castings Limited. Ing. William Amuna is a distinguished Electrical Engineer, accomplished public sector leader, and energy policy expert with over three decades of experience in Ghana's energy sector. Throughout his illustrious career, he has demonstrated exceptional leadership in power systems engineering, energy policy, institutional governance, and strategic management, contributing significantly to the transformation of Ghana's electricity industry. 

He currently serves as the Chairman of Electricity Company of Ghana. Prior to this appointment, he served as the Chief Executive Officer of the Ghana Grid Company Limited (GRIDCo), and also the Technical Coordinator for the Millennium Development Authority (MiDA)  where he provided visionary leadership that strengthened Ghana's national electricity transmission system and promoted operational excellence.  

He has also served as Senior Policy Advisor to the Minister of Energy and held several technical and management positions at the Volta River Authority (VRA), including Director of Technical Services, Manager, and Electrical Engineer.

A committed professional, Ing Amuna was a Member of the Electricity Market Oversight Panel (EMOP) and served as a Council Member of the Ghana Institution of Engineering (GhIE). He is also a member of the Institute of Electrical and Electronics Engineers (IEEE) and a Fellow of the Ghana Institution of Engineering, reflecting his dedication to advancing engineering practice and strengthening the governance of Ghana's energy sector.

Mr. Amin Abdul-Rahaman is currently the Chief Director of the Ministry of Local Government, Chieftaincy and Religious Affairs. He has varied experience in Public Administration and Public Sector Management, Human Resource Planning & Management and Financial Management in the public sector. He commenced his career in the Administrative Class of the Ghana Civil Service in 1997 and worked variously at Ministry of Local Government, Decentralization & Rural Development, Ministry of Aviation and the Ministry of Transport. 

Between 1997 and 2017, Mr. Abdul-Rahaman was part of the team who played a key role in the local government reform process that saw the implementation and deepening of Ghana’s decentralization programme. When the Ministry of Aviation was recreated as an autonomous sector in 2017, he played a pivotal role in setting up the structure and formulation of policies for the smooth take-off of the new Ministry.  

During the last couple of years Mr. Abdul-Rahaman served as Board Member on various Governing Boards including the Ghana Road Fund Management Board (2011 – 2017), Ghana Road Safety Authority Board (2010 – 2017) and the Auctioneers Registration Board   (2013 – 2017), the Ghana Shippers’ Authority Board (2021-2023) and the Driver and Vehicle Licensing Authority Board (2020-2023). 

Mr. Abdul-Rahaman’s academic qualifications and career training includes MA, Human Resource Planning & Development, Postgraduate Diploma in Public Administration, Certificate in Urban Development Management and Certificate in Corporate Governance and BA (Hons).
